The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is seeking qualified executive-level candidates for position of Chief Operating Officer (COO).

The Chief Operating Officer (COO) is responsible for the smooth and efficient operation of our hospitals and community-based services behavioral health services; Developmental Disabilities; Safety and Risk Management; Internal Audits and Investigations; Certification and Policy and Planning for the State of Georgia. The current structure includes seven (7) hospitals and five (5) Regions with approximately 8,000 employees and a $700 million budget. Additionally, the COO carries responsibility for integrating the strategic plan of the organization with the operations. The COO provides management oversight for the development of high quality, cost effective and integrated programs within the hospitals and regions. He/she will exercise management responsibility over the hospitals and regions ensuring efficient services that are designed to meet the needs of consumers, physicians, the public and staff. This will either be done directly, or through delegation of responsibility to the management staff. Other responsibilities include developing and fostering effective collaboration between divisions, medical staff leadership, and other affiliated services (inside and outside of the department) to ensure an integrated approach to providing services, and fulfilling the departments goals and objectives; as well as communicating key information to the stakeholders of these service areas with respect to care, cost management, and customer-focused services. This position requires significant leadership skills and ability. The COO will be accountable for the overall success of operations of the department and will lead and oversee the development of operating and strategic plans. Attention is to be given to systems, program development, quality, fiscal management, compliance and clinical management measures, physician relationships, outreach strategies, work culture enhancement and internal communication and consensus-building.

Position Summary:Directs the assigned departments and participates in the general management of the hospital in close support of the CEO in order that the hospital achieves its operating and clinical objectives in accordance with sound general management principles, regulatory and accreditation standards, and the UHS mission.Requirements:Working knowledge of behavioral health management practices and clinical operations. Working knowledge of state and federal regulatory and various accreditation requirements related to behavioral health management. Working knowledge of operations and financial management and marketing methods.

Responsibilities: Support and participate in the implementation of Revenue Cycle applications (Patient Accounting, Patient Access, Decision Support, Scheduling, Billing, etc.) This position will function as the liaison between IT and end users during the Eclipsys Revenue Cycle project. Assist in formulating and defining system scope and objectives through research and fact finding combined with an understanding of applicable business systems and industry requirements. Investigates solutions to issues and presents recommendations to management. Analyzes and revises existing system logic difficulties and provides documentation as necessary. Considers the business implications of the application of technology to the current business environment. Devises or modifies procedures to solve complex problems considering application functionality and limitations. Qualifications: In addition to all other qualifications below, the successful candidate will have at least 2+ years of prior functional/operating experience within a healthcare Patient Accounts/Business Office setting and experience with Patient Access/Business Office implementations/conversions in a healthcare setting. Bachelors degree in Computer Information Systems, Math, Finance/Business or other relevant area and 2+ years of relevant applications experience or equivalent combination of education and experience. Director, Primary Care Operations

In partnership with physician leaders and collaboration with health plan partners, provides day to day operational leadership and business support to TSPMG adult medicine and pediatric departments. Operational leadership and support includes overall budgetary development and management, daily patient service capture, staffing management, regulatory and compliance support and ensuring quality and service targets are attained in partnership with department Chiefs.
