Summary: In accordance with the direction of the Board of Directors and Administrator, maximizes return on investment from human capital by collaborating and coordinating effectively with Managers regarding human resources activities such as: personnel policy and position description development and updates; recruitment; interviewing; employment; position and compensation analysis; labor relations; benefits administration; coaching and training; and, managing employee services by performing the following duties.Duties and Responsibilities:1.Develops, recommends and administers human resources policies and procedures for the Practice. 2. Visits sites routinely to understand roles, responsibilities and work processes. Establishes and sustains collaborative working relationships and actively coordinates human resource activities.3. Updates and maintains employee handbook; assures the equitable application of policies and procedures and compliance with Federal, State and local regulatory requirements including healthcare requirements. 4. Develops and communicates human resource goals, objectives and systems to managers and staff. 5. Recommends and implement new approaches, policies and procedures resulting in continual improvements in the efficiency of human resource responsibilities and services.6. Creates or updates position descriptions as necessary, conducts salary surveys, analyzes compensation, monitors performance evaluation program and revises as necessary. 7. Evaluates and administers employee benefits, enrollment and change reporting, and annual re-evaluation of benefits program.8. Conducts recruitment effort for all exempt and non-exempt personnel, conducts new-employee orientation, monitors career-pathing program, employee relations counseling, outplacement counseling, and exit interviewing.9. Evaluates training requirements and, in conjunction with other managers, develop and implement effective training programs and assessment tools.10. Advises and assists in problem solving for personnel or inter/intra departmental issues. Facilitates active communication, negotiation and decision-making. Advises corrective actions in situations requiring intervention including interpretation and administration of human resource policies and procedures.11. Establishes and maintains accurate and comprehensive human resource records and reports.12. Manages State unemployment inquiries and reports, assuring proper steps are taken to minimize exposure.13. Develops and maintains affirmative action program, files EEO-1 annually, maintains other records, reports, and logs to conform to EEO regulations.14. Performs other incidental and related duties as required and assigned. Qualifications:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily and possess the knowledge, skills and abilities represented below.Education/Experience/ Knowledge:Bachelors degree and five (5) years Human Resource experience, OR any appropriate combination of education and experience required. Human Resource management experience in a health care organization preferred. Senior Professional in Human Resources (SPHR) certification preferred.Communication Skills:Excellent verbal and written skills required. Ability to collaborate effectively with management team, office managers and with staff required. Ability to write and edit, read and comprehend human resource and general business documents such as regulatory requirements, policies and procedures, correspondence, and memos; ability to write correspondence; ability to take action on general business information and reports and interpret documents pertaining to human resource management; ability to effectively present information in one-on-one and group situations to Shareholders, management team, providers, managers, staff, business partners and the general public.Interpersonal Skills:Ability and demonstrated willingness to actively collaborate with multiple positions and persons required. Ability to work effectively and efficiently both independently and with others required. Ability to identify appropriate candidates for vacancies; to mentor and train staff to perform their responsibilities well; ability and willingness to coach the difficult employee. While performing the duties of this job, the employee is regularly required to stand, walk, sit, use both hands, see, talk, listen and hear.
