JOB SUMMARY: In collaboration with the physician chief and the Kaiser On-the-Job team (KOJ), responsible for the design and oversight of effective workers compensation services for the Colorado Region including accountabilities for quality of care, quality of patient service, cost effectiveness and supervisor/employee involvement and competence. Develops business and marketing strategies to meet the revenue, clinical and service goals of the program. Responsible for creating new business opportunities with employer groups, State/Federal departments and insurers. Coordinates and manages the operational activities of Kaiser On-the-Job in the Colorado Region. Manages the business functions of Kaiser On-the-Job including:: accounting, finance, human resources, information systems, marketing, member benefits, member services, and purchasing. Coordinates with sales efforts. Monitors the quality improvement program, health and safety issues and continuing education/recognition programs for Kaiser On-the-Job. Accountable for creating a culture of compliance, ethics and integrity. Maintains knowledge of and assures departmental compliance with Kaiser Permanente´s Principles of Responsibility and policies and procedures, and applicable regulatory requirements and accreditation standards. Responds appropriately to observed fraud or abuse. Makes members/patients and their needs a primary focus of one´s actions; develops and sustains productive member/patient relationships. Actively seeks information to understand member/patient circumstances, problems, expectations, and needs. Builds rapport and cooperative relationship with members/patients. POSITION REQUIREMENTS: Masters degree or equivalent experience in business, health administration or public administration. Bachelors Degree in a clinical discipline preferred. Also requires 4-6 years management/leadership experience. Working knowledge of Industrial Insurance (workers compensation) preferred. Knowledge of clinical services provided across care settings (ie, how patients are discharged from hospitals to rehab units) preferred. Ability to manage systems, budgets, and other supervisory staff. Experience with financial modeling preferred. Working knowledge of statistics and report writing. Excellent management and leadership competencies particularly in facilitation of groups, change management and negotiations; ability to develop business and marketing plans. Excellent public speaking/presentation skills required. ESSENTIAL RESPONSIBILITIES: Designs and leads marketing competitive strategies to ensure the long term financial viability of Kaiser On-the-Job services. Develop new and innovative services within the program which responds to marketplace needs. Set annual revenue and/or market share objectives which promote the expansion of OH and employee health related services offered. Responsible for meeting state and federal regulatory requirements, as well as employer needs. Coordinates the design and implementation of programs in support of KOJ cost, service and quality, to include coding and billing issues, collections, and representing the department at hospital and health plan meetings. Monitors key performance indicators, identifies trends/issues and implements improvement programs. Develops mechanisms for line of business revenue collection. Develops new opportunities for business ventures, including negotiating contracts with external parties. Administers annual operating budget and capital equipment budget for the department. Ensures pm/pm costs are continually improved. Prepares monthly reports and specialized reports with analysis to depict the financial position of the department, to include claims and collections data. Develops plans to optimize revenue. Develops policies and procedures to ensure effective operations consistent with organizational objects for quality of care and cost effectiveness. Works with Sales and Marketing to promote Kaiser On-the-Job services to members in order to meet annual revenue forecasts. Coordinates the quality improvement program by assisting with the development of yearly goals for the KOJ, directing the program to ensure that adequate systems are established and implemented, coordinating and facilitating the activities of the KOJ and producing reports to monitor progress toward the achievement of these goals. Coordinates, monitors and maintains health and safety standards for Kaiser On-the-Job. Manages the day to day professional, technical and clerical activities of department; provides leadership and support to staff, including hiring and performance reviews. Provides coaching in leadership, labor-management practices. Develops, recommends Kaiser On-the-Job policies and standard for service for the Colorado region. Assists in planning of service delivery models. Consults and coordinates with medical office and department leaders on local issues and general operating practices related to Kaiser On-the-Job. Monitors Kaiser On-the-Job from a global perspective. Follows up on service issues as needed. Maintain current information and knowledge of all applicable Kaiser policies, local, state and federal laws and regulations, and accreditation standards. Ensures that the training activities incorporate all applicable KP policies, local, state and federal laws and regulations, and accreditation standards. Supervises assigned staff. This includes interviewing, selecting, training, motivating, evaluating, counseling, disciplining and terminating in compliance with EEO/AA goals and personnel policies of the organization. Oversees case tracking and interfaces with client and medical community for case management. Oversees the preparation and submission of all billing requests for services rendered. Works with ancillary medical services, such as physical therapy and lab to provide prompt integrated medical services to clients. Monitors marketplace trends and assists the sales/marketing team in gathering competitive intelligence. Recommends revisions in fee schedules and service definition.
