Manager Patient Access - Tampa, FL

The Patient Access Manager shall be responsible for ensuring the smooth and efficient operation of the Authorization/Verification Department, Patient Access Quality and Medical Necessity process on a daily basis. Ensure the timely and accurate processing of outpatients into the Cancer Center. Respond effectively and efficiently to the needs of customers and staff and handle with expertise any task within the Patient Access area of responsibility. Ensure accurate and complete data quality/quantity for effective Verification, Authorization and Registration processes. Manager will ensure compliance and minimize expenses related to the Medical Necessity requirements of Medicare and all other insurances. Ensure appropriate staffing needs and perform staff evaluations, annual reviews and disciplinary process. Provide support, direction, leadership and motivation to direct reports. Responsible for department budget and expenses.Education: BA Required; concentration in business, finance or accounting preferred. Licensed RN requiredTraining/Experience: Required: Minimum of 5-7 years management experience in health care. Recent Case Management experience. Experience in oncology nursing, utilization review, quality management, and/or case management. Computer literate. Knowledge of financial data analysis. Medicare and Medicaid regulations, third party reimbursement, charging and coding guidelines.Additional Information: Excellent public relations skills/communication skills. Must possess knowledge of verification/pre-registration/registration techniques. Must possess extensive knowledge of third party payor requirements relating to pre-registration, verification, Federal/State requirements relating to registration.

Provides direction, leadership and accountability for all functions within Patient Financial Services and any process related to the Revenue Cycle within the assigned units of Patient Financial Services. Responsible for enhancing and maintaining a properly functioning patient revenue process through a cross-department organizational structure. Concentrates on improving prompt billing and collecting of all patient revenues. Provides leadership in patient accounting, receivables, financial counseling, credit/collection, patient billing, denials and appeals of claims, and third party payments; demonstrates, through plans and actions, that there is a consistent standard of excellence to which all departmental work is expected to conform; analyzes and resolve problems that affect claim submission process. Takes a leadership role in any technology implementations affecting the department. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and compliance with applicable laws, regulations and policies. Conducts related ongoing monitoring activities in coordination with other compliance assessment functions.

Those responsible include registration, check-in, check-out, appointment scheduling, switchboard, charge and payment entry, coding and special projects. Establishes and interprets policies, in addition to recommending policy changes to the Manager, PFS. Responsible for interviewing and hiring new employees and conducts performance evaluations. Responsible for reviewing and monitoring monthly ATB and Bad Debt reports. Prepares monthly analysis of AR for Manager, PFS. Responsible for assisting Manager, PFS in establishing collection goals and objectives. Responsible for achieving established AR goals monthly. Responsible for assisting Manager, PFS with Collection agency placements, collections and reconciliations. EDUCATION AND EXPERIENCE: To qualify for the position, the candidate must have a Bachelors Degree in Management or a related field with 5 years management experience in Credit and Collections in a an hospital. SKILLS & ABILITIES: - Demonstrated knowledge of UB92 billing requirements (i.e. 8371).- Demonstrated knowledge of Consumer and Collection Laws in Health Care setting i.e. Fair Credit Billing Act, Telephone Collections Guidelines. - Demonstrated ability to proactively identify and implement effective strategies to enhance the financial performance of the department and the organization.- Demonstrated proficiency in Microsoft Word and Excel.- Ability to effectively evaluate complex systems/processes, develop a course of action and follow through to resolution.- Knowledge of third party payers regulations and billing requirements.- Ability to ensure the confidentiality and rights of patients and the confidentiality of hospital and departmental documents required.- Understand the legalities related to credit balances and refund processing- The ability to communicate effectively both verbally and in written form with patients, physicians, health system officials, other health system personnel and the general public is essential. Bachelors Degree required. Must have at least 5 years supervision experience in a health care registration, HMO, or insurance customer service environment. Director will be responsible for directing admitting, registration, outpatient test scheduling, pre-registration, and financial specialist processes including cashier functions. Ensures staff practice excellent customer service while supporting mission and core values of the organization. Additional responsibilities include but not limited to successful completion of all registration collections, data gathering and account maintenance for hospital Patient Access Services.
