I'm confused about these E immigrant visas – does one have to be Australian to get them?

There definitely seems to be confusion in the "E" usage, and it seems that it has resulted in (or from) a name change.

That is, one usage, as found on the Department of State's Employment-Based Visas page, cites these as:
  • Employment First Preference (E1)
  • Employment Second Preference (E2)
  • Employment Third Preference (E3)
  • Employment Fourth Preference (E4)
  • Employment Fifth Preference (E5)
  • However, the United States Citizenship and Immigration Service has a brochure which refers to these above mentioned employment-based visas as EB-1, EB-2 and so forth. And there is the relatively recent form of visa (also) called E-3, which is a type of nonimmigrant visa created for Australian nationals to work temporarily in specialty occupations in the United States.

    So E3 is not the same as E-3, and it appears that those formerly called E1, etc., should now be referred to as EB-1, etc.
