Despite having a population of only 32,135, Dover is both the capital city of Delaware State and the county seat of Kent County. Founded by William Penn in 1683, Dover is proud of its long and rich history. On December 7, 1787, the Delaware delegates were the first to ratify the Constitution, making Delaware the "first state" and Dover its proud capital. During the American Revolution and the American Civil War, Dover's city center, the Green, was the site of many troop rallies and reviews. Today, the Green is the heart of Dover's historic district, and home to the Delaware Supreme Court, the Kent County Courthouse, and other historic landmarks. Other attractions include the Schwartz Center, which offers a variety of shows ranging from Dover Symphony Orchestra performances to comedy acts and film screenings. The Sewell C. These races attract more than 100,000 spectators from across the nation, and temporarily quadruple the city's population.
