The City of Saint Paul is working on setting the City’s 2009
budget. Main points of the Mayor’s proposal include:
-
The
overall budget would increase by about 8%
-
The levy,
that portion that is paid by property taxes, is set at a
maximum of $89.2 million, an increase of $6.6 million over
2008. As background, the 2006 levy was an increase of 3%,
2007 was a 9% increase and 2008 was a 15% increase over the
previous year
-
Fourteen
new police officers for a total of 630
-
A new,
second super-paramedic to the Fire Department so that entire
shifts don’t have to go out on one call
-
A net
increase of $20 million for new capital spending. Included
are a new financial and HR software system, and a new fire
station with administrative offices to replace two existing
stations
-
Fee
increases: Right-of-Way 15% for downtown properties, 12%
rest of city; Sanitary Sewer 10%; Storm Sewer 12.5%;
Recycling 11%, Licenses 5%, Permits 10%

Some
staffing cuts, particularly 34 positions from Public Works
(17 of which are already vacant). Some reduction in services
(e.g. street sweeping, mowing)
Due to declining home values and stable to rising
commercial/industrial property values, businesses will likely
pay a greater proportion of the levy than in the past few
