Job Details: Director, Wait Time Information Program

 
Description: Cancer Care Ontario (CCO) is the provincial agency that steers and coordinates Ontario's cancer services and prevention efforts to reduce the incidence of cancer and ensure patients receive the highest quality of care.

CCO has a large Information Technology/Information Management (IT/IM) Division that supports CCO's objectives through the use of innovative eHealth, IT and IM tools such as: a sophisticated data warehouse (iPORTTM), web portals, web tools, electronic document repositories, customized software development, integration engines, computerized physician order entry systems, and electronic business intelligence tools.

CCO's IT/IM division also manages special projects for the Ministry of Health and Long Term Care (MoHLTC) such as the Access to Care Program including Ontario's award winning Wait Times Information System as part of the Wait Times Information Strategy.

Cancer Care Ontario's CIO Divisional guiding principles are as follows:

Position Background:
The WTIS was successfully implemented in three phases in 81 wait time funded hospitals during the period of March 2006 - June 2007. These hospitals and 1700 surgeons are now capturing, tracking and reporting their wait time data in the five priority areas in near real-time.

As of September 2006, the provincial government made a further commitment to expand the current WTIS to capture and report wait time information for all surgical areas and other wait time expansion initiatives. Currently, the WTIS captures approximately 14% of Ontario's total number of surgeries (~200,000 cases per year). It is expected that the WTIS Expansion will capture approximately 1,445,000 cases per year, representing 100% of surgical cases in Wait Time Strategy funded hospitals and 90% of Ontario's total surgical cases by March 2009.

Under the appointment of the MOHLTC, CCO is responsible for transitioning the WTIS Project into an ongoing program within CCO. This necessitates a shift in the resourcing model, and brings the organizational structure of, the Wait Times Information Program (that includes the Wait Time Information System Business Operations) under CCO's CIO.

Position Summary:
The Director of the Wait Time Information Program is responsible for the successful leadership and management of the Wait Time Information System Program strategy, delivery & operations. The Director will build and lead a service-oriented organization to support Cancer Care Ontario's strategic vision. Direct Reports to this position will include the Wait Time Information System (WTIS) Business Operations Manager, and several other key management positions to be finalized.

The Director of the WTIP is also responsible for building and managing several key internal relationships that play an important role in supporting the program, including:
- The Director of Information Technology
- The Director of eHealth Strategy and Partnerships
- The Director of Risk Management, Resource Management & Business Planning
- The Director of Access to Care Informatics
- The Access to Care Program Office
- Leaders of other Access to Care programs (e.g. Critical Care Information System, Emergency Department information system)

As this is a provincial program with several thousand clinical clients and several hundred administrative leaders, the position will have an important role in understanding and acting against the business requirements of these customers and stakeholders.

Position Responsibilities: (The key responsibilities of this position, in order, are:)
1. Strategic Planning & Business Planning:
Develop a vision, goals and objectives for the WTI Program in alignment with CCO's vision and mandate, and the Ministry of Health and Long Term Care's mandate for reducing wait times; ensure Program alignment and support of CCO's IM/IT strategic priorities; develop short and long term business plans to enable the achievement of WTIS strategic priorities; define the Program structure, roles and responsibilities; identify fiscal requirements to support business requirements.
2. Communication and Stakeholder Relationship Management:
Ensure that Program services are focused on providing excellent stakeholder / client service; identify key stakeholders to the WTI Program including key contacts, relationship purpose and requirements; establish and maintain relationships with all internal and external stakeholders including but not limited to CCO Executive, MOHLTC, Access to Care Program Office, LHIN/Steering Committee Leads, Hospital CIOs/CEOs, Surgical Champions, CEP members, End Users, Clinical Administrators, Clinicians, Other Hospital Administrators, WTIS Coordinators, Vendor Partners; Liaison with the Enterprise Master Patient Index Office at Smart Systems for Health Agency; provide timely and appropriate communications and messaging to internal and external stakeholders.
3. Operational Management & Leadership:
Manage the operational support team to advance WTIP strategies; maintain and improve a working knowledge of wait times information processes, reporting and health information field, and provide advice and assistance to project teams and hospitals.
4. Program Management:
Provide oversight and direction to the Managers of the Program to ensure achievement of the WTIS strategic priorities; make decisions on critical business requirements, risks / issues and resolutions; escalate critical risks / issues to executive as required; develop and oversee the implementation of and adherence to Program policies and procedures.
5. Product Management:
Working closely with both CCO and vendors as required, Ensure product alignment with the provincial strategic requirements and initiatives for managing Wait Times in the province, hospital and health care organization patient, clinical and business requirements; develop and oversee a product management function for the Wait Time Information System; implement formal business change control process; develop and manage formal WTIS product roadmap.

Skills and Qualifications:
• Completion of an undergraduate degree program in Informatics, Computer Sciences, Health Administration or Business Administration or recognized equivalent. MBA Preferred.
• 10 + years of program management / leadership expertise required.
• 5-7 years of operational management and stakeholder relationship experience.
• Demonstrated ability and leadership in the development and execution of strategic and operational business plans in alignment with the organization's mission, goals and objectives.
• Demonstrated ability to translate strategic priorities into tactical and operational requirements.
• Demonstrated understanding of the software development lifecycle
• Sound knowledge of database applications.
• Excellent written and spoken communication skills and strong presentation skills.
• Demonstrated ability to identify and communicate complex issues to a wide range of stakeholders.
• Excellent interpersonal and client relationship skills.
