Description:
Has full responsibility for planning, design,
implementation, maintenance and administration of total
recognition strategy and compensation and benefit programs
in order to maintain the health system's goal of attracting
and retaining top talent.
Compensation responsibilities include base and total cash compensation programs, job evaluation, performance management programs including long-term incentive and executive compensation. The role is also the primary executive for implementation and development of recognition programming as well as having responsibility for the health system life, health, disability, pension and 403b/401k/457b/457f retirement savings programs. Reporting to the Senior Vice President Human Resources, the position supervises a staff of 19 including three direct reports. Key Challenges • Build a high performing and cohesive team that is self directed and aligned with organizational goals • Develop a planned approach and communication around a Retiree Health Initiative, long term care and wellness • Educate and communicate with employees and leadership as to the value of the benefits being offered • Integrate rewards and recognition program into talent management • Improve HR Services responsiveness, timeliness and integrity of data. Responsibilities • As a member of the senior HR team will develop strategic plans, create and execute project plans, and create and support HR project initiatives. Partners with internal IS, Operations, and other function teams to leverage HR systems and achieve organization objectives. • Responsible for overall design, implementation, communication, and administration of the organization's compensation and benefits programs. Ensures that compensation and benefit programs support the organization's strategic objectives and comply with regulations • Responsible for the analysis and administration of executive compensation programs including executive salary surveys, annual and long term incentive programs, and deferred compensation plans. • Directs preparation of job descriptions for positions in organization ensuring appropriate job grading and salary structure, and conducting internal pay equity analyses. • Advises management on compensation actions for employees including the annual merit increase budget, and internal and external equity. • Recommends special compensation programs/reward and recognition programs or incentive systems • Participates in development and administration of performance review system to ensure compliance with salary administration guidelines. • Directs the creation of all ad hoc and regular reporting for HR and all other corporate departments requiring support. Designs, develops, and manages production of reporting for executives and board of directors including human capital metrics, trends, turnover, special presentations, etc. Ensures that the HRIS system structures are maintained and current. • Provides leadership, direction, coaching, and development opportunities for direct reports. • Serve as internal content expert for the organization regarding policies, procedures, laws and regulations pertaining to compensation, health and welfare, and data management. • Continually evaluate the effectiveness of UH benefit programs, practices, and procedures in terms of benefit to employees, cost, culture and recruitment/retention of employees • Designs, develops and manages budgets and plans for compensation and benefits and HRIS program. • Provide Human Resource team with solutions to compensation issues, guidance on compensation policy and process, as well as develop tools, education and training regarding compensation strategies and programs. • Set technology priorities for utilization of HRIS including the identification of gaps in system capabilities and service • Researches and recommends new HR technologies that will enable the automation of HR processes (e.g., performance management) to reduce manual administration, and identify potential cost-savings • Oversee best practice benchmarking in the delivery of compensation, developing models to profile current and future workforce demographics, trends, and opportunities • Negotiates and contracts with benefit plan providers, vendors, auditors, and consultants for services, premiums, and plan administration • Set strategic direction and establish guiding principles in Benefits Strategy, Compensation Strategy, and Performance Management ensuring alignment with overall UH business strategy. • Ensure effective integration between strategies and HR Services. • Collaborate with Sr. Vice Presidents, Vice Presidents and Department Heads around JCAHO survey process to easily plan, monitor, collect, analyze and report JCAHO competency requirements • Design, implementation and operational management of physician benefits • Promotes a Top 100 environment through effective operations, management and communications of the health system Rewards and Recognition programs The Ideal Candidate Ten to Fifteen years Benefits plan design or administration experience. • 7+ years experience in compensation program management, plan design, job analysis, market pricing and incentives • Seven to Ten years experience in progressive leadership. • Superior interpersonal, communication, and presentation skills. • Understanding of how the culture of an organization will impact the strategy and philosophy behind compensation program design and implementation • In-depth knowledge of healthcare trends, financing, provision of care and health care delivery system. • Demonstrated people leadership skills in a large, complex organization. Preferably one that is academically oriented. • Ability to collaborate effectively with all levels of employees and demonstrated ability to lead and manage through influence. • Demonstrated customer service skills and high physician and employee engagement results. • Management skills inclusive of goal setting and continuous quality improvement processes. • Must have strong strategic experience as well as be able to be 'hands on" in developing and implementing programs • Strong project management, organizational and technical skills • An innovative and creative thinker who effectively is able to influence, negotiate and persuade using technical expertise, strategic thinking and professional maturity • In depth knowledge of compensation and benefit legal requirements and reporting; FAS 123, 409A, 162(m), ERISA, HIPPA, 5500's; non-discrimination testing, disclosures, etc • Bachelor's degree in healthcare or business related field required. • MBA, CPA or HR certification preferred.
