GENERAL SUMMARY/ OVERVIEW STATEMENT:
Operations Manager for the coding area reports to the Corporate Manager, II with a dotted line to the Director of Health Information Management. The Operations Manager is responsible for coordinating the daily operations, staffing management and implementation of policies and procedures for production coding for inpatient, same day surgery, observation, advising and updating the Encounter Form process, and out-patient ClaimTrust/Legacy process.
Role includes meeting established PHS performance standards for quality of coding and production to meet the revenue turn around and regulatory requirements deadlines and changes. Ensures the PHS coding compliance initiative is met. Role ensures that the DRG Assurance and documentation improvement process are being met.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Monitors financial bill holds working with Patient Accounts to review outstanding accounts, clarify billing/coding issues and other intradepartmental concerns.
- Manages daily inpatient, same day surgery, observation, encounter forms, and Claim Trust production coding for MGH.
- Assesses turn around times for the revenue process. Distributes or reallocates work as needed. Reviews production of the staff to ensure production is being met by individuals.
- Schedules staff and contract coders for appropriate staffing levels to meet unit area production process.
- Monitors performance standards and calculates staffing needs as facility and/or regulatory coding needs occur. Makes recommendations to Corporate for change approval consideration.
- Reviews Quality Specialist, auditor, or other reports to assess accuracy for ICD-9-CM, CPT classifications, DRGs, MS-DRG, present on admission, abstracting, and data entry of the individual coders and the unit. Delegates to the appropriate subject expert, and communicates to appropriate areas as needed.
- Manages the administration of staffing: communicates and completes appropriate documents for Human Resources regarding vacancies, leave of absences, and staff issues. Administers work sample and updates candidate data base. Performs interviews, hiring, supervises, evaluates, counsels, coaches, disciplines, and makes recommendations for merit raises, promotions, transfers, and/or dismissals of staff members.
- Provides basic coding unit orientation and expectations to be met. Follows up with the staff member to give feedback provided from Trainer and/or Quality Specialist.
- Enters and approves time for completion of payroll of the unit.
- Updates PeopleSoft as appropriate for staff functions, e.g., merits, transfers, mandatory training.
- Manages the Coding Grid based on credentials and years of services for individual coders.
- Enters, authorizes, deactivate messages, and audits security levels for the staff and contract coders to access various computer systems, e.g. Code Correct, McStrategies, 3M, BICS, VPN, Clinical Systems as position requires.
- Encounter form process follows through with the Technical Advisor to ensure target date will be met for ICD-9-CM coding changes.
- Reviews vendor invoices, resolves discrepancies, and approves as appropriate.
- Distributes educational webinar information, schedules meeting areas when needed for training, and determines what staff should attend to have continuing skill levels maintained and improved.
- Serves on the hospital Department Manager Meetings, DRG Assurance Teams, RAC Meeting, Queue Meetings (if needed), PHS Coding Meeting, and others as required.
- Conducts staff meetings as needed.
- Coordinates external audit process including sending data files, space to do the reviews, and educational meetings for the staff. Develops corrective action plans to ensure resolution of problem areas identified external auditing and monitoring activities.
- Communicates with outside coding services to provide timely assistance to maintain established turnaround times. Evaluates on an ongoing basis, the effectiveness and efficiency of the services to ensure quality data.
- Reviews and updates job descriptions.
- Reviews and updates procedure manuals, and maintains consistency with Corporate policies and procedures. Makes recommendations as needed.
- Works with Corporate to assist with educational needs to continue coding effectiveness of staff.
- Coordinates with coding subject expert and physicians and/or administration to obtain information on coding and documentation standards, guidelines and regulatory requirements.
- Assesses and recommends operating systems for efficiency. Develops and implements new procedures in accordance with department objectives; reviews and modifies existing procedures as appropriate.
- Keeps abreast of all developments in the health information management field and increases managerial skills through participation in professional activities, continuing education, and other related activities.
- Develops and achieves coding unit goals/objectives, and ensures these are in alignment with Corporate Coding vision, goals, and objectives.
- Prepares an operating and capital budget for the coding unit. Achieves a plus/minus 5% for overall operating budget.
- Safeguards the privacy of the health information in the medical record

QUALIFICATIONS:
- Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) preferred or Bachelors Degree in Management.
- 5 years of health information management and/or operational management experience
- Knowledge of health information systems and data management a plus
- Computer expertise a must.

- Moderate physical effort: lift/carry up to 20 pounds occasionally during the work day
- Occasional bending, stooping, kneeling, crouching, reaching
- Ability to use standard office equipment including computers, photocopy and facsimile machines, and readers/printers
