DEPARTMENT: Infection Control
SCHEDULE: Full-time, regular; 40hrs/week;
SHIFT: Day; Monday through Friday 8:00am to 5:00pm
EDUCATION: RN and Baccalaureate Degree OR Baccalaureate Degree in a relevant field such as - but notlimited to - nursing, epidemiology, clinical laboratory science, microbiology or public health OR 4years (recent) Infection Control program management experience. Current valid California license topractice Nursing issued by the California Board of Registered Nursing - OR - licensure as requiredby the State of California, to practice in another healthcare discipline such as clinical laboratoryscience, microbiology, or public health.
POSITION SUMMARY: At one medical center (including all associated ambulatory care departments/sitesand other non-acute patient care sites), accountable for the management of a Infection Preventionand Control Program across the continuum of care, developing and achieving Infection Control goalsand objectives, planning, developing, implementing, delivering, evaluating and continuouslyimproving infection prevention and control services. In a facility with a staff of one or more ICCoordinators and/or IC Associates, responsible for program design, planning, implementation,evaluation and for directing the work of the IC Coordinator(s) and any other assigned staff, forserving as the content expert/consultant in Infection Control and Prevention for one entire medicalcenter and associated ambulatory care areas. Also accountable for collection and analysis ofhealthcare associated infection data, development and presentation of reports and educationalprograms for personnel and patients as needed, ensuring provision of requested KP patientinformation to the Department of Health Services, recommending to local leadership/Risk Managementwhen Public Health/Dept of Health should be notified in the event of an outbreak, management ofinfection prevention and control practices, assisting client departments in survey readiness andpreparation for regulatory standard reviews, accreditation and licensure surveys in both the acuteand ambulatory care areas (e.g. The Joint Commission, Cal-OSHA, DHS, etc.).
QUALIFICATIONS:Minimum of two years (usually) experience as an Infection Control Coordinator.
Minimum of four years relevant clinical experience in an acute care hospital, utilizing knowledgeof medical and surgical procedures as well as techniques and procedures involved in patient care,treatment and management.
Demonstrated ability to influence the behavior of healthcare workers and physicians.
Demonstrated knowledge of microbiology, laboratory procedures, adult education, aseptic techniqueand epidemiological techniques.
Demonstrated ability to comprehend and utilize epidemiological/public health data and statisticalmethods, screen and interpret data results for variations and/or errors.
Demonstrated ability to apply organizational, problem-solving, decision making, delegation,management and communication skills.
Demonstrated ability to act as an expert authority and consultant to client departments and toutilize communication, collaboration, persuasion and negotiating skills in order to work withmanagers and staff in client departments on formulating, implementing and evaluating improvementplans.
Demonstrated skills in project management.
Demonstrated ability to plan, manage and monitor operating budgets.
Demonstrated ability in coaching, employee counseling and performance appraisals.
Preferred Qualifications:Certification in Infection Control (CIC) issued by the Certification Board of the Association forProfessionals in Infection Control and Epidemiology. Master´s Degree in Nursing, Public Health, Epidemiology, Environmental Health, Microbiology or other public health related field.

DUTIES: Program Management:Co-Facilitates IC Committee meetings with Infectious Diseases Chief or Epidemiologist. Manages theplanning, development, implementation, evaluation and improvement of infection prevention andcontrol services/programs in order to minimize the risk of development of healthcare associatedinfections. Distributes the findings and recommendations of the infection control program to theappropriate individuals, committees, departments, and units, maintaining confidentiality inaccordance with HIPPA regulations. Provides consultation to administration, committees, anddepartment managers on issues relating to infection control. Infection prevention and controlconsultant for the entire medical center and satellites
Collaborates with facility leadership team to ensure compliance with regulatory or accreditingagencies. Develops and reviews facility-wide and department-specific infection prevention andcontrol policies and procedures, and ensures that they are compliant with current regulatorystandards. Collaborates with Occupational/Employee Health to institute and maintain control measurespertaining to health care workers and health plan members. Participates in other facilitylevel/regional committees as needed representing Infection Control. Develops, submits annually andmaintains accountability for local IC budget at facilities where applicable. Maintains on-goingcommunications, and provides consultative expertise and oversight/coordination of projects as neededfor local committees (e.g. Safety, Employee Health, Critical Care/Med Surg Teams, QualityCommittee), regional committees (e.g. IC Peer Group) and external agencies (e.g. Dept HealthServices). Communicates Infection Control regulations and Regulatory Standards to appropriateadministrative personnel. Human resources management for Infection Control Department.
Education and Training: Completes IC needs assessment, development, presentation and evaluation ofeducational sessions relating to topics including infection prevention & control, emerginginfectious diseases, new initiatives and regulatory affairs. Provides medical center education asneeded. Develops Medical Center Infection Control education/criteria for orientation and Annualemployee/MD education.
Process Assessment: Develops and conducts Annual Medical Center Infection Control Program Planningaddressing risks for the acquisition and transmission of infectious agents, and establishingpriorities/setting goals and strategies accordingly. Evaluates the Program Plan once a year,addressing effectiveness of IC interventions and redesigning them as needed. Assists Safety withdevelopment and maintenance of the Bloodborne Pathogen (BBP), Tuberculosis (TB) and Bioterrorismexposure control plans in the Medical Center.
Risk Reduction: Advises Administration on infection control implications of architectural design,renovation, and construction. Manages multi-disciplinary and interdepartmental efforts to improveperformance of infection prevention/control programs and services including introduction of productsfound to assist with infection prevention and control. Evaluates patient care environments andfacility services (Dialysis, Sterile Processing, Construction, Environmental Services) for infectioncontrol practices and hazards as needed.Outbreak Control: Initiates and completes epidemiological investigations of significant clusters oroutbreaks of infection above established standards and of unusual organisms. Initiates/educateshealth care teams regarding precautions for individual patients/visitors when indicated and/or asrequired.
