DIRECTOR, CLINICAL QUALITY DIVISIONTRICARE MANAGEMENT ACTIVITYOFFICE OF THE CHIEF MEDICAL OFFICERThe Director of the Clinical Quality Division serves to integrate evidence based medicine into the monitoring of the high volume, problem prone and high risk clinical practices in the Military Health System. Identifying opportunities for effective improvements of clinical quality requires thinking outside the box while navigating within the objectives of the system. The execution of evidence based medicine relies on the positive professional relationships fostered across the Army, Navy, Air Force and the TRICARE Regional Office staff as well as the executive leadership within TRICARE Management Activity and Health Affairs. The Director oversees comprehensive committee work across these agencies through the TRICARE Clinical Quality Forum and its subcommittees, the Scientific Advisory Panel, Disease Management Committee, the Perinatal Advisory Panel, the Infection Prevention and Control Panel, and the Clinical Measures Steering Committee. The Director encourages collaborative efforts across the robust Patient Safety and Population Health and Medical Management Divisions as well. The Clinical Quality Division is expected to demonstrate innovation in leveraging technology to gather data and understand our clinical processes more clearly. Therefore, new initiatives such the National Surgical Quality Improvement Program and the Anesthesia Reporting System are embraced and supported with business case analyses to ensure funding of these efforts. Another aspect of the innovations process is an annual call for abstracts that address the spectrum clinical activities that improve care. A panel then selects winners in various categories and those winners present their projects at the Annual State of the MHS Conference.Attention to Congressionally mandated initiatives and reports to Congress requires effective oversight and direction.Other collaborative efforts include participation in the development of clinical practice guidelines with the Veterans Health Administration and Service representatives. The Director of Clinical Quality is expected to be familiar with and execute information assurance in alignment with the Departments information assurance policies and HIPAA.A significant portion of data retrieval involves multiple contracts. Therefore, the Director must be familiar with the role of the Contracting Officers Representatives in order to properly supervise staff and to uphold the ethics of the Department regarding contractual work. Other expectations include serving as an instructor in the MedExcellence course that prepares healthcare executive leaders. This requires travel several times a year. In support of beneficiary education, the Director of Clinical Quality is expected to draft/ or review drafts for the Communications and Customer Service office that are targeted to enlighten the population of sound medical advice. These pieces are then placed on the TRICARE website. The Director of Clinical Quality serves as the Chair of the DoD Pharmacy and Therapeutics Committee. These quarterly meetings are held at the Pharmaco-Economic Center (PEC) in San Antonio. The Clinical Quality Director assists with preparation of the agenda, verifies the minutes, and meets with the Assistant Secretary of Defense for Health Affairs for the minutes to be signed. The Director then ensures distribution of the minutes on a need to know basis.
