PROFESSIONAL QUALIFICATIONS / SPECIFIC TASKS / RESPONSIBILITIES. All Contractors shall meet the qualifications for that specialty and perform essentially the same functions, within the scope of services acceptable for their technical professional discipline and standard, as those required by Army or government service technical professionals of similar experience and in similar duty assignments. Contractor practices/productivity will be compared to that of other Contractors assigned to the same medical center.a. Shall be Basic Life Support (BLS) certified by the American Heart Association and demonstrate ability to initiate CPR in event of respirator or cardiopulmonary arrest. Certifications must be maintained in current status throughout contract period at no additional cost to the Government. b. Shall be able to read, write, speak and understand English well enough to effectively communicate with all patients and other health care providers.c. Shall be knowledgeable of equipment and supply terminology and skill sufficient to identify and use necessary equipment and supplies properly and to communicate proper use with nurses, medical staff, patients, and family members.d. Shall be sufficiently skilled to teach patients proper self-care and to motivate patients and family members to continue the procedures for promoting rapid healing.e. Shall be knowledgeable and possess skills necessary to provide care appropriate to any age-related needs of the patients. The contractor shall demonstrate knowledge of the principles of growth and development appropriate to the patient population served: Infants, Children, Adolescent, Adults, and Geriatric (>65).f. The Government reserves the right to test contract personnel prior to performing services and / or at any time during the contract period to ensure that they possess the necessary and required skills. Any Contractor personnel found to be unacceptable in administering skills required by the contract shall be immediately released from duty by the on-duty supervisor or COR. The COR or on-duty supervisor will immediately notify the Contracting Officer.g. Contractor shall use initiative in carrying out recurring tasks independently without specific instructions, but refers problems or unusual situations not covered by instructions to the supervisor for help. Work shall be reviewed through periodic discussions to ascertain that procedures are being followed in a manner that ensures quality patient care.1.2.5.1. SPECIFIC DUTIES/TASKS THE CONTRACTOR SHALL PERFORM BUT NOT LIMITED TO:a. Performs inpatient pharmacy services and the preparation of the limited range of sterile products and intravenous admixtures for the medical facility.b. Reviews physician sterile product order, patient medication profiles and records to prevent or counteract adverse drug reactions or interactions and determines effectiveness of the drug regime.c. Verifies that the prescribed medication is within safe dosage range, that components and additives needed are correctly identified, that quantities are accurately computed and measured and that the compounding is performed as specified.d. Insures correct labeling, handling and storage of all pharmaceutical products.e. Supervises preparation and issuance of unit-dose trays and carts. Review physician unit dose orders, patient medication profiles and records to ensure appropriateness and safety of medication order. Verifies correctness of medication, quantity, etc, and that instructions for storage and administration are understood and complied with.f. Insures that the equipment is properly setup and operated.g. Advises physician of findings and recommendations and provides technical supervision to other professional and nonprofessional staff assigned to this function.h. Performs outpatient pharmacy functions for the full range of pharmacy functions for the full range of pharmaceuticals provided in the medical treatment facility (MTF) to include controlled investigational, highly potent and other drugs requiring special handling.i. Reviews the prescription, patient medication profile and patient record to determine appropriateness, safety and completeness of medication, authenticity of prescriber, possible drug interactions, history or likelihood of adverse reaction and any special aspects or considerations in dispensing the prescribed pharmaceutical. j. Compounds or oversees the compounding of drugs as prescribed, either individually or in bulk. Determines formulation to be used, dosage forms, quantities concentrations, number of doses, etc.k. Insures correct labeling, handling storage and dispensing. Reviews prescriptions set up by pharmacy technicians/pharmacists from volume or prepackaged stores. Insure proper item, quantity and labeling before authorizing release.
